Uniland Development Company and its partner, Mountain Development Corporation, are proud to announce that its Eastern Hills Town Center redevelopment project has officially received SEQR (State Environmental Quality Review) approval — a major milestone that finalizes the master plan site approval process. This achievement clears the path for the next phase of the project: actively attracting a dynamic mix of tenants, including retail, dining, health and wellness providers, entertainment venues, office users, and more.
“With this critical approval in hand, we are now laser-focused on securing pre-leasing commitments that will lay the foundation for an exciting Phase One buildout,” highlighted Carl Montante, Jr, Uniland Vice President of Marketing and Strategic Initiatives. “Planning and design work will begin in earnest as leasing progresses, setting the stage for a walkable, mixed-use destination unlike anything currently in the region.”
Simultaneously, Erie County is advancing design and engineering for a significant regional infrastructure project that will deliver essential new sewer capacity. This public investment will support future development not only within nearby communities but also at the Town Center — unlocking the potential for approximately 1,500 new apartments, townhomes, and condominiums. As with similar redevelopment efforts, the majority of infrastructure funding is expected to be provided by New York State.
This forward-looking partnership between public and private sectors represents a bold reimagining of the former mall site — transforming it into a vibrant, accessible, and sustainable community hub. We believe the Town Center will serve as a catalyst for long-term economic growth, enhance regional livability, and meet the evolving needs of residents and businesses alike.
